Mundus MAPP is an internationally recognised European master of public policy taught by a consortium of four universities: Central European University Private University in Vienna, the Institut Barcelona d'Estudis Internacionals (IBEI), the International Institute of Social Studies (ISS) in The Hague and the University of York in the United Kingdom. You spend the two years studying in two different countries, you choose one of four mobility tracks, and roughly 60 percent of the curriculum is shared by everyone while the remaining 40 percent comes from your track. Applications are now open for the 2027-2029 cohort.
A limited number of Erasmus Mundus Joint Master (EMJM) scholarships go to the highest ranked applicants from both within and outside the EU. The scholarship is calculated at 1,400 EUR per month, which is a maximum of 33,600 EUR across 24 months, and recipients also receive a full tuition fee waiver. The consortium buys health insurance for all enrolled students for the duration of the studies. There is no separate scholarship application, you simply indicate your interest in the online form, and the scholarships are awarded on academic merit.
African applicants are welcome. The programme is open to European and third country national students, and the provider lists Nigeria, Ghana, Kenya, Uganda, Tanzania, South Africa, The Gambia, Liberia, Malawi, Namibia, Rwanda and Zambia among the countries whose citizens may apply without an English language certificate when their degree was taught entirely in English. Work experience is not required, although relevant experience is viewed favourably, so recent graduates and working professionals can both apply.

Who can apply
- Open to European and third country national students, so applicants from Nigeria and across Africa may apply
- A Bachelor degree of at least three years at a recognised university or institute of higher education
- At least class 2.1 or Upper Second where that grading applies, and a GPA of at least 3.17 out of 4.0 or the equivalent, which you must provide on a 4.0 scale
- Your country of residence at the time of application must be different from both countries in your chosen study track, for example outside the Netherlands and Spain if you pick the ISS-IBEI track
- A degree in a social science or an equivalent field is normally given preference
- Fluency in English, either by an accepted test score or by the exemption that applies to citizens of listed countries whose degree was taught in English
- You may apply for only one of the four mobility tracks
- If you already hold a master degree, you must also meet the same academic standard at master level
Who should not apply
- Candidates with a Bachelor degree in Natural Sciences or Engineering are not eligible to apply
- Compulsory mobility periods cannot be replaced by virtual mobility, and physical mobility is required for all enrolled students
- Anyone who has already benefited from an Erasmus Mundus Joint Masters scholarship cannot apply for another EMJM scholarship
- An EMJM scholarship holder cannot benefit from another EU funded scholarship scheme to follow the same or another EMJM master course
- The EMJM scholarship does not cover the study visit, around 600 to 1,000 EUR, or the winter school, around 600 to 1,000 EUR
- The EMJM scholarship does not cover travel and visa costs between your home country and the consortium countries, or when moving to your Year 2 university
- A statement of purpose longer than 500 words will not be considered
- The consortium does not offer deferrals for applicants who cannot arrive at the start of first term due to visa or financial issues, except in well justified individual cases
- Applications submitted to a consortium university other than Central European University Private University are not considered
Documents to prepare
- Completed online application form for the one mobility track you are choosing
- Two official letters of recommendation, preferably at least one from an academic, uploaded by your referees through the portal within 7 days of your submission
- Official English translation of your Bachelor transcript and of your degree certificate, plus the same records for any master degree
- Full curriculum vitae or resume, including a list of publications if you have any
- Statement of purpose of no more than 500 words covering your reasons for applying, research interests, relevant academic and work experience, future career plans and the track you are applying to
- Proof of English proficiency where required, submitted with the application, since late submission of test scores is not permitted
- Proof of residence, such as a certificate of residency issued by a municipality, a rental contract or a utility bill, before enrolment
- Your GPA converted to a 4.0 scale, using a conversion tool if your transcript does not already show one
How to apply
- Choose one mobility track: CEU-IBEI for Global Public Policy, CEU-York for European Public Policy, ISS-IBEI for Political Economy and Development, or ISS-York for Governance and Development.
- Check the admissions requirements at https://www.mundusmapp.org/admissions-requirements/ and confirm that your residence is outside both countries in that track.
- Collect your transcript and degree certificate with official English translations, your CV and a statement of purpose of 500 words or fewer.
- Tell your two referees what to expect, because the portal emails them a link and they have seven days from your submission to upload their letters.
- Open the CEU online application portal at https://sits.ceu.edu/urd/sits.urd/run/siw_ipp_lgn.login and create your applicant account. Do not create more than one account if you have applied to CEU before.
- Complete the application form for your track, upload your documents, and tick the option to be considered for financial aid, since there is no separate scholarship application.
- Submit by 1 December 2026 at 23:59 Central European Time if you want to be considered for an EMJM scholarship.

Selection process
- Admissions to Mundus MAPP are centrally administered by Central European University Private University.
- The qualitative assessment of candidates is performed jointly by the four consortium universities.
- All applications that meet the formal requirements are evaluated by at least two readers.
- Scholarships are awarded on academic merit, and priority for scholarships is given to students who have not yet had the opportunity to study at master level.
- Appeals are open until the appeal deadline in the admissions calendar, but rejection decisions are overturned only on procedural grounds, and restating information you already supplied is not accepted as grounds for an appeal.

Questions applicants ask
Is there a separate scholarship application?
No. If you wish to be considered for an Erasmus Mundus scholarship you indicate that inside the online application form. Applicants who submit by the 1 December 2026 scholarship deadline are asked about their interest in the portal.
Which deadline applies to me?
1 December 2026 at 23:59 Central European Time for anyone seeking financial aid, and as the early deadline for self-funded applications. 15 April 2027 at 23:59 Central European Time for non-EU or EEA residents who do not wish to be considered for financial aid. 1 July 2027 at 23:59 Central European Time for EU or EEA residents who do not wish to be considered for financial aid.
Do I need work experience?
No. Work experience is not an eligibility requirement, although candidates with relevant experience are given preference.
Do I need an English test certificate?
Citizens of Nigeria, Ghana, Kenya, Uganda, Tanzania, South Africa, The Gambia, Liberia, Malawi, Namibia, Rwanda for the English speaking region, Zambia, Botswana and several other listed countries are exempt, provided their Bachelor or master degree was taught exclusively in English. Everyone else needs TOEFL iBT 95 or above, IELTS Academic 7 or above, Cambridge C2 or C1, Pearson PTE Academic 76 or above or Duolingo English Test 130 or above.
What does it cost if I am not awarded a scholarship?
The tuition fee is 13,000 EUR per academic year, which is 26,000 EUR for the whole programme. Enrolled students pay in instalments set out on the provider tuition page.
Is there anything extra to know about the ISS tracks?
Yes. If you are admitted to the ISS-IBEI or ISS-York track and need a student visa for the Netherlands, you may be asked for further proof of English proficiency for the visa, which is a visa requirement rather than an admissions requirement. The consortium also strongly encourages applicants from visa sensitive countries to apply by the first deadline.

No. You may apply to only one of the four mobility tracks, and there are four different application forms.
