About this opportunity
Some doors only open once, and a fully funded doctorate is one of them. The Commonwealth PhD Scholarships, funded by the UK government and administered by the Commonwealth Scholarship Commission, exist for talented candidates from low income Commonwealth countries who could not otherwise afford to study in the UK. For the 2027 entry, the University of Sussex is recruiting doctoral researchers under six development themes, from science and technology for development to health systems, global prosperity, peace and security, resilience in crises, and access and inclusion.
The award is comprehensive. It covers full overseas PhD tuition fees, a living stipend, return travel to the UK, and a Research Training Support Grant that can include fieldwork costs. In other words, the money question is answered before the research even begins, which is exactly the point of the scheme.
The part that trips people up is that this is a two track application. You must first be in contact with a Sussex supervisor willing to support your project and provide a signed supervisor statement, and you must apply for a PhD place through the University of Sussex online application system. Then, separately, you apply on the Commonwealth Scholarships Application System and also through the nominating agency in your own country, which shortlists and forwards the strongest candidates to the Commission. The nominating agencies set their own deadlines, often earlier than the Sussex one, so waiting until October is a gamble.
One entry criterion decides most candidatures: you must be a citizen or refugee of one of the listed eligible countries, permanently resident there, and able to show you could not afford this study in the UK without the scholarship. India is expressly not included in the PhD scheme, and you must not already be registered for a PhD at a UK university before September or October 2027.

Who can apply
- Be a citizen or hold refugee status in one of the seventeen eligible countries and be a permanent resident in that country
- The eligible countries published for this scheme are Bangladesh, The Gambia, Kiribati, Lesotho, Malawi, Mozambique, Nigeria, Pakistan, Rwanda, Sierra Leone, Solomon Islands, Sri Lanka, Tanzania, Togo, Tuvalu, Uganda and Zambia
- Be available to start your academic studies in the UK by the start of the UK academic year in September or October 2027
- By October 2027, hold a first degree of at least upper second class (2:1) honours standard, or a second class degree plus a relevant postgraduate qualification such as a Master's degree
- Not be registered for a PhD, or an MPhil leading to a PhD, at a UK university before September or October 2027
- Be unable to afford to study in the UK without this scholarship
Who should not apply
- India is not included in this PhD scheme
- Applicants already registered for a PhD or an MPhil leading to a PhD at a UK university before September or October 2027 cannot take up the award
Documents to prepare
- Degree transcripts and certificates
- A statement of interest clearly stating the project title and the name of the Sussex supervisor
- Names of two academic referees
- A valid IELTS certificate
- A signed supervisor statement in PDF format from your Sussex supervisor, on institutional letterhead or from an email clearly showing their Sussex details
- A Development Impact Statement showing how your research links to development issues at global, national and local level, to your chosen theme, and to how you will apply the skills after the scholarship

- Identify a Sussex academic in your field and agree supervision so they can provide the signed supervisor statement
- Submit a formal application for a PhD place through the University of Sussex online system at http://www.sussex.ac.uk/study/phd/apply with the CV, transcripts, statement of interest, referees and IELTS
- Apply online on the Commonwealth Scholarships Application System before 16:00 GMT on 20 October 2026, including your Development Impact Statement, following the guidance on the Commission's scheme page at https://cscuk.fcdo.gov.uk/scholarships/commonwealth-phd-scholarships-for-least-developed-countries-and-vulnerable-states/
- Apply in parallel to the nominating agency in your own country, which shortlists candidates and forwards the strongest to the Commission, and note that its deadline may be earlier than the Sussex one
- Avoid leaving submission to the last days so your supervisor and School have time to prepare the supporting statement
Selection process
- Nominating agencies shortlist applications and forward the highest ranked candidates to the Commonwealth Scholarship Commission for consideration
- The Commission and the university assess the academic merit, the development impact of the research and the evidence that the candidate could not study in the UK without the award
- The Commission's deadline for nominating bodies to submit nominations falls in December 2026
