About this opportunity

For a creative professional on one Indian Ocean island, the distance to the next island can feel larger than the distance to a continent. The AléVini Regional Mobility Fund, launched by the Indian Ocean Commission and funded by the Agence Française de Développement, closes that gap. Cycle VII of the fund provides up to 3,000 euros for individual regional mobility and up to 250 euros for exporting creative works, so artists, craftspeople and cultural operators can travel across the region to build networks, develop projects and share their work.

The fund sits within the Indian Ocean Commission's regional Cultural and Creative Industries Development Project. It supports two forms of mobility. Networking mobility lets applicants meet cultural operators and potential partners, identify or develop joint projects and establish new collaborations. Professional development mobility covers creative residencies, artistic and cultural exchanges, workshops, thematic meetings, creative or production activities, cultural research, and skills development, whether you arrive as a learner, a contributor or a trainer. Priority goes to mobility within the Indian Ocean region, between the five eligible countries and Réunion, and travel outside that area is reserved for exceptional, well justified cases.

Eligibility

is personal and specific. You apply as an individual who is a national and resident of the Union of the Comoros, Madagascar, Mauritius, Seychelles or Mozambique, you work in a cultural or artistic field, and you are directly responsible for preparing and managing the proposed activity rather than acting as an intermediary. The activity itself must last five to fifteen days excluding travel days and take place between 1 March and 20 December 2027. Projects that advance gender equality and strengthen women's participation, leadership and visibility in the cultural and creative industries receive special consideration.

Applications are open from 17 September to 2 November 2026 and must be submitted through the official programme page on Kiltir.org, the regional cultural heritage network of the Indian Ocean Commission. Funding decisions are announced by the end of January 2027. Questions for the organisers must reach them by 21 October 2026.

  • You comply with the rules of the Indian Ocean Commission and the French Development Agency and are not subject to national or international restrictions or sanctions

Who should not apply

  • You cannot apply only for export assistance, every proposal must include an eligible mobility component
  • Applicants who fall under an exclusion category listed in the Declaration of Integrity cannot participate
  • People with a conflict of interest involving the Cultural and Creative Industries project team or the Indian Ocean Commission cannot apply
  • Family members of relevant project personnel are excluded
  • Technical or financial partners of the Indian Ocean Commission and representatives of member states before the Commission are excluded
  • Applicants with an open or uncompleted grant agreement with the Indian Ocean Commission are excluded
  • Intermediaries applying on behalf of someone else are not eligible
