About this opportunity
A year of funded, uninterrupted thinking is the rarest thing in an early academic career, and this fellowship buys exactly that, on the campus of the Harvard Kennedy School.
The Emirates Leadership Initiative Research Fellowship is run by the Middle East Initiative at the Belfer Center for Science and International Affairs. It supports junior and mid-career policy-oriented scholars and faculty for a full academic year, from 1 September to 30 June, to pursue an independent research project on a public policy question facing the UAE, the Gulf region and the broader Arab world. Applications for the 2027 to 2028 academic year opened on 1 October 2026 and close on 1 December 2026.
All nationalities are eligible to apply. The programme places particular emphasis on scholars who are from, and intend to return to, the UAE, the Gulf and the Arab world, which reaches African applicants from the Arab states of North Africa as well as anyone whose research speaks to the region. Priority research areas are optimizing governance, increasing economic dynamism, strengthening human capital, and improving public policy design and delivery.
The stipend is set by career stage, USD 55,000 for predoctoral fellows and mid-career practitioners without a doctorate, USD 65,000 for postdoctoral fellows less than five years past the PhD, and USD 75,000 for fellows more than five years past it, with Harvard libraries and other resources included. Fellows are required to be physically present at Harvard for the duration, and generally take a full leave of absence or sabbatical from their employer. Letters of recommendation are due 15 December 2026 and decisions are announced no later than 27 February 2027.
